Recording for Toriko Episode #99 and One Piece Episode #590 took place a month before the episode aired. Since we know Toei Animation is always so damned busy we can safely say that animation was not finished. Shida Naotoshi regularly tweets about when he finishes his work on a television episode and it is usually just under two weeks before the episode is supposed to air. It is also not uncommon for other studios to be in similar predicaments. When animation is not finished at the time of recording then audio directors have been known to complain.

It is also safe to say none of the scenes cut were actually animated. That would have been money left on the floor, to say nothing of manpower wasted. Given how many projects Toei Animation has been engaging in for the past five or so years it would have been nonsensical to actually finish cuts and then not use them. Why pay animators to work on something you don't need when you have a deadline to meet producing six or eight episodes a week? Especially given most of these shows are not beginning production months before airing.

EDIT: Derp, forgot about some of the stuff from the trailers. Ack.
