I also wondering, Why does the animation on Goku VS Cell part is seems more good than the others? Hopefully from now on, All the reanimated scenes are also look like that and I haven't heard the new Cell voice.

Goku vs. Cell in the OP uses the same animation team as everything else does. It may seem superior because it's an actual battle that's going on there, but besides that, there's nothing technically distinguishing it from everything else. I wouldn't want it for the redrawn scenes, either. DBZ's art looks fine as is, and the redrawn scenes already look too awkward.

I already heard the new Cell voice! And Yes! It sounds like the VA was drunk when he was recording it!

But it's Kai. It will always have a lot redrawn scenes and I prefer the redrawn scenes to be more like the Goku VS Cell part in the OP

If they redraw the scenes in the same style as the opening, the art's going to get even more inconsistent and that's going to just be crazy. Or if they're gonna redraw things with the new art style, let them do it for the whole series. I'm still waiting eagerly and patiently for the day they'll release a revised DB, completely redrawn from the ground up with no more than 100 episodes in total to retell the main story. Maybe for the 50th Anniversary?

I'm REALLY interested now to what they will release AFTER Kai? The way they are going with releases, they have a solid 2 years worth of it in the U.S. So the only thing I can thing of is perhaps the season sets on Bluray?
